I think most of  the functions of version control tool window are available in commit stripe on the left , below project strip

1. 社区
2. IntelliJ IDEA Users
3. No version control tool window but Git is still enabled?!

I faced the same problem with 2020.1.1 and 2020.1.2. I switched to version 2019.3.5 and its working properly in that.
