I've found a workaround. Press Help -> Find Action... (Ctrl+Shift+A) Search "Registry..." and double click it. Search there for "use.winp.for.graceful.process.termination". Uncheck it.

As of August 2021, this bug is still not fixed. I've started noticing it when I ticked the checkbox asking me if I don't want to be asked whether I want to terminate the process before restarting. ...
