Can't replicate this behavior, could you record a screencast demonstrating this? Do you have any custom plugins installed?

Will be fixed in 2020.3.1. We plan to release it this week. I am very sorry for the inconvenience! If you would like to downgrade - please find previous PyCharm versions here.
