Okay, this was my fault. I must have missed an update because apparently the XML schema of Xdebug changed at some point and then PHPStorm had to change. So upgrading to 2018.3.x fixed this problem ...

I am also experiencing this same problem, but with junit:junit marked in the pom.xml as test scope. I've noticed this seems to be an intermittent problem with IntelliJ.
