You can try the 2021.2.x IntelliJ IDEA version available at https://www.jetbrains.com/idea/download/previous.html which supports Windows 7 64-bit.

liam bourke The requirement page can have more strict requirements but the product may still work in an unsupported platform version. For example, the product team can decide to not support for some old platform versions and update that page. However, the product may still work for some time before IDE introduces some features that break the compatibility completely.
For the Windows 7 x64 case, the 2021.2 can still be run in it.
