All installed plugins are disabled and there is no way to turn them back on

No custom repository is connected
No option to enable plugin, just "Disable" or "Uninstall"
The option "Enable all downloaded plugins" does nothing

Never seen this before, and can't find any references to this error in our systems.

Apparently, you are running PhpStorm with the --disableNonBundledPlugins option. Is it expected? If not, could you please clarify how exactly you start the IDE?

I run phpstorm using a shortcut on the taskbar that was created through the "Pin to taskbar" menu when I first opened phpstorm. I never edited it and it worked fine until recently.

Now I do see that the disableNonBundledPlugins option is listed there, although I never manually edited that shortcut. I don't understand where that could have come from.


I removed the option and the problem disappeared.
