Why does Jetbrains do programming language discrimination where they require .NET developers to have a license to use a license when Java developers on IntelliJIDEA get away with it?

In most of the cases, Ultimate license is required to develop enterprise code in Java (Spring-, JPA, JaavaEE, etc- based)
Rider and .Net in general is enterprise-oriented from its beginning.
Btw, ediucational licenses and other types of free licenses are applied to Rider as well: https://www.jetbrains.com/community/education/#students
Hey Konstantin Annikov, Is there a version of Rider that is pro community like Visual Studio community that does not require a license? Also please point my to a free license as a user who would like to use the tool to better the needs of .NET dev comminities

Please note that every [major version](https://www.jetbrains.com/rider/whatsnew/) has its new trial period. Also note that [Rider EAPs](https://www.jetbrains.com/rider/eap/) are distributed free of charge.
It's just that all companies lose to Jetbrains when it comes to designing a professional IDE to use to write software using a certain programming language. I will start with Microsoft which is the biggest company.
Microsoft Visual Studio UI and code features lost to Jetbtains Rider.
Dev Cpp lost to Clion.
Spyder and Jupyter notebook lost to Pycharm.
Eclipse, NetBeans lost to IntelliJ.
Jetbtains is doing a great job with very few employees. Will you develop a video gaming station of your own like Xbox?
