Revert code preview before pushing

Hi, 

IntelliJ recently updated the code review so that it is now run before pushing rather than commiting.
However, I honestly don't like this as it leads to unfinished and unesthetic commits and I liked the approach of preventing committing a file that may be full of debugging, todos, etc.

So is there a setting to disable/reset the feature as it used to be - reviewing the code before committing?
