RubyMine Create a File Watcher?

Hi,

In one of my projects I was able to create a file watcher for my Sass stylesheets by a bar appearing when I first created a .sass file. However, in my new project, I cannot find a way to start a file watcher. There is no popup window and in the preferences, there is no File Watcher settings. I am on macOS Sierra, with RubyMine 2016.3.
