importing a new theme 2016.3.2 ?

It still works.

Double check the folder name. By default it should be .PhpStorm2016.3 and not just .PhpStorm

That's for Windows -- on Mac it's a bit different but the whole idea is still the same.

It actually appeared in 'color and fonts' section as a scheme , but it didn't appear in 'Appearance' as a theme.

I downloaded the themes from http://www.phpstorm-themes.com/ 

I guess I miss understood the idea, this website gives color schemes and doesn't give themes , right ? ! 

That's right.

The GUI Theme -- it's a completely different thing.
