On MacOS, "Close Project" forcibly brings previously open project to front

When working with multiple projects in a separate-window-per-project mode, I expect "Close Project" behavior to be more or less the same as clicking "Minimize" button. For example, if I open "Project1" in IDEA, then open a project in "R Studio", do some calculations, open "Project2" in IDEA, e.g., to see how the code works and then click "Close Project", I am expecting R Studio to pop up. Instead, a window "Project1" pops up. Multiply by 10 (20 open projects, 10 side windows), and it gets pretty annoying. Is it a MacOS constraint or is there any way to fix this?
