BTW: for those who want to have Main Menu hidden but still access it at any moment (the whole menu): you can assign custom shortcut to Main Menu (from the screenshot in previous comment -- that 2nd entry). This way it will bring a popup menu with the Main Menu after you hit that shortcut.
I am having this exact same issue, I reopened a project, and PyCharm completely removed or deleted almost all of the menu.
None of my settings are ever changed, if anything I integrate tons of features so the last thing I did with this committed my data to Github. Now the whole menu is gone?
There is no magnifying glass and you can see view works but none of the above suggestions seem to even be available

Unfortunately it is not possible to hide it, but it hides automatically in the full screen mode.
Would this be suitable?

Intellij version 2019.2 has now this feature builtin.
To disable the main menu, click on `View > Appearance` then uncheck `Main menu`.
Once disabled , how to reenable Main menu?
Ctrl + Shift + A to show actions, then type "Main Menu" and check it

How to enable the Main Menu? I disabled it, but now I do not see an option to enable it.
You may return it by opening the Seach everywhere popup (shift+shift) and typing "Main menu" there.

I've no idea what you are talking about -- your screenshot clearly shows the the menu is there.
Perhaps you mean something else instead of the "menu"?
Better show what you have under "Main Menu | View | Appearance"
