Duplicate tool window bars on detached editor frames

When you create a detached editor frame, you don't get a copy of the tool windows or the tool window bars (nor do you get a bottom status bar). This makes it impossible to, say, Scroll From Source on the Project tool window (because you have to switch to the primary IJ window which changes the context of "currently active" tab). It's also very inconvenient and can be disorienting when you've been working in that frame for a while and then want to use a standard tool and it's not there and there's no show/hide tool window bars button in the bottom left.

Interestingly enough the Structure tool window does change context to the detached editor window when that window is in the foreground. But switch windows and the Structure tool flips back to whatever tab was last active in that window.
