Install / Launch stalling out

I'm currently having troubles getting webstorm to launch. After trying to run both the 32 and 64 bit version of the app while it shows the process in the task manager, it never ends up opening up. I've attempted to reinstall it, but during the installation it stalls out when running the follow command

Execute: C:\Program Files (x86)\JetBrains\WebStorm 2016.2.4\jre\jre\bin\javaw.exe -Xshare:dump

I've attempted to install two different versions to test, but it fails on the latest 2017 installation as well as the webstorm 2016.2.4

I'm at a loss for what to do at this point as I just can't get it to run. 

Windows 7 Professional 64bit

Update: I've gotten the 2017 version to install to completion, but after launching the application, nothing happens.
