Download speed too low for 2017.1 release?

As the title states, I'm updating very slowly. It is not a problem with my pc or internet speed, as I've done these;

-Did a speedtest to find I have 900Mbps download speed.

-Downloaded a GTAV game update to test my speed, downloaded with 20mb/s.

-Can download series of YouTube videos on max resolution (tested up to 2160p) under a minute.

Yet when I try to download the 500mb update, it says "4 hours left". Usually I download 500 mb's in less than 30 seconds. Is this an issue someone else experiences? Any ideas on how to fix it?
