Compilation fails on OSGi modules when Maven plugin is disabled

With IDEA Ultimate 2017.1.2 I get this error when building OSGi bundles with the Maven plugin disabled:
    Error:OSGi in module 'DummyModule': java.lang.NoClassDefFoundError: org/slf4j/LoggerFactory

I updated this issue, it was about a different error message, but it was still triggered by building OSGi bundles with Maven support disabled:
