Double quote not appearing on terminal

I would like to use the double quotes in a terminal command but for some reason it is not appearing on my Terminal from IntelliJ IDEA 2017.1.5.

When I press " nothing appears, even if I use single quote ' it also is not appearing. Is that a bug?

I'm using Windows 10, my keyboard layout is United States - International QWERTY (But using windows layout Portuguese Brazil).

In all other places it works as expected, even when I'm coding on IntelliJ. The issue is happening only on Terminal.

If I change the layout to English (United States) I can type the double/single quote again.
