Where is js.crx file to install Chrome extension offline?

According to some posts the js.crx file was in plugins/JavaScriptDebugger/extensions. 

But its not there (or anywhere),  there is only a jb.xpi file (Firefox).  

This is needed for an offline install - so no direct access to the Chrome store.
