PhpStorm unable to display "Available Packages" inside "Node.js and NPM"

When I try to see all of the available npm packages by going to Languages and Frameworks / Node.js and NPM / Packages and clicking on the plus sign, the list titled "Available Packages" just stays empty forever. It displays a loading icon but nothing is ever actually loaded. Since a manual npm search command does work, I suspect it's a problem with PhpStorm and/or the Node.js plugin. Any insights on this issue would be appreciated.

I am using version 2017.1.4 on Windows 10 with node.js version 6.11.1
