SFTP connection failes when configured outside of project

SFTP connections setup outside of a project will timeout. Setting up the same connection within a project works fine. Clicking "Test SFTP Connection" button when setting up a connection outside of a project will timeout and return the message below. I tried with two different computers and two separate fresh installations of PHPStorm with same symptom. I am using public key authentication in my testing.
