Move Element Left/Right disabled

The Move Element Left/Right actions are disabled for me. Shouldn't I be able to use them to shift parameters? Screenshot and version info below.

Currently, "Move Element Left / Right" is not supported for python. Please feel free to file a feature request about it to the corresponding issue tracker: https://youtrack.jetbrains.com/issues/PY.
up. Today is year 2020 and this function is still disabled :(
In 2023 this feature is still not available :'(
