Have to hold CTRL to type apostrophe or quotation mark in the terminal

For some time I have this problem with the Intellij terminal, on Windows 7 (IJ 2017.1.5 ultimate). It only occurs in the IntelliJ terminal, not in a regular command prompt, and also not in the editor itself.
To enter an apostrophe (') or quotation mark (") I have to press CTRL+' (or CTRL+SHIFT+"). I don't see any weird settings in the terminal options, and considering this does not occur in a prompt or in the editor, I feel this must be a bug. Any ideas?

Yes, it's the same problem. Will continue in that thread.
EDIT: no longer present in 2017.2, as mentioned over there.
