is there a overview which settings are exportable e.g. are save actions settings exportable? Or the "update copyright for files"?

See the checkboxes in File | Export Settings. Then open the jar file and check what's stored inside.
Okay thanks, some settings are not very meaningful. Where can I raise a feature request for new settings?
Is each plugin self-responsible for the settings?
Yes, plugins can define where the settings are stored.
