IntelliJ 2017.2.1 Displaying "Message Codes" instead of actual text

I have noticed that 2017.2.1 is displaying Message Codes instead of text in some places.
When I select "Open Recent", I am prompted to select the project, then get presented with the dialog "Open Project" with 3 buttons. But the button text appears as:
!button.existing.frame! !button.new.frame! Cancel
These are obvious and I know what these do. But, I have see a few other cases
Project Structure - Modules - Under the Sources tab, "!module.paths.exclude.patterns!" is rendered
