PHPStorm all of a sudden stopped working - now stuck on splash screen

I didn't perform any upgrades and the first indication that something was wrong is that the "New Project from Existing Files" option in the File menu disappeared.  I was using version 2017.1.

I have since completely removed all files for PHPStorm and have tried installing different versions (2016.3, 2017.1 and 2017.2) but now every time I open it up, it gives me the splash screen with the options:

- Create New Project
- Open
- Create New Project from Exisiting Files (although sometimes this shows and sometimes is doesnt)
- Check out from Version Control

The only option above that actually works is "Create New Project".  If I go any other route, I go through all the steps and end up back at this screen when done.  For example, if I click "Open", it prompts me to select a folder to open, then I click OK and the dialog box disappears, leaving this splash screen that was behind it, but the program doesn't actually open up the project/files.

I'm kinda dead in the water and don't know how to fix this.  This application is completely unusable right now and I am forced to go with another editor.  I have been using this for months now and have become accustomed to it, so it's not like I don't know how to use it.  I am assuming its something to do with my computer, but I can't imagine what.
