Cannot import Live Template

I am unable to import Live Templates into IntelliJ IDEA. I have tried the following.
1. Use the import settings
2. Copying an existing Live Template over to the templates folder
3. Copying and pasting template nodes from existing Live Template into the template group xml of an existing Template Group file
I do not understand why there isn't a simple import dialog for importing third party template group files. How can I get this to work.

Make sure IntelliJ IDEA is not running when copying templates.
If it doesn't work, please share the templates you are trying to import.
