Triggering the config directory selection dialog

How do I trigger the dialog that's presented after a fresh installation, and basically asks me if I have an earlier version's config directory to import from?

I'm asking because I've just installed the 2017.3 version, after using 2017.2.6, and it completely wiped every setting and it didn't ask me to import my earlier settings. I do use the Settings Repository plugin, but it doesn't seem to backup either the active plugins, the recent projects, or the custom keybindings.
