Enter key mapping not working

I've just moved into a new Mac using a Time Machine backup.
Since then the Enter and Escape keys haven't been working in IDEA properly.
I can use Enter for a newline in a file, but if I do Cmd+E to show recent files I can't select an entry using Enter, I have to click with the mouse. I also can't dismiss the popup with the Esc key.
If I go to to the Keymap in Preferences and seach for mappings, hitting Enter or Esc results in ` (backquote) in the search box. Applying this as a mapping doesn't fix my problem.
I'm on IDEA 2017.3.1
Any Ideas?

Does it work properly in other Java Swing applications like JEdit or NetBeans?
I have the exact same issue. Reinstalling the IDE doesn't seem to work :/

After some exhaustive research, I came to this solution for this weird bug.
Solution -- Change the keyboard input to ABC-Extended and voila :D
And how can I change that?
I can't find this in my WebStorm editor neither in my System preferences.
UPDATE:
File > Invalidate Caches / Restart
Fixed the issue. Still very odd though.

cache invalidation didn't help
it still worked a few days ago
not sure whether I made an IntelliJ update in between
only the "Search Everywhere" (double shift key) seems to be affected, other selects (e.g. Strg N for Class Name Search do work fine)
entries are selectable by mous click only
Escape key works for me

Same problem here,
I reassign it in file, setting , Select Keymap then Editor Action scroll and select enter reassign it to enter key once again and restart the program and it works for me.
