I'm notified that there's a new version of Intellij available, IntelliJ IDEA 2024.1.4 available to be exact.
So I'm offered a link to start the process… 

In the past this would happen behind the scenes, e.g., download the new image, do the installation, do whatever is involved with moving my current stuff over, and requesting intellij be restarted.
But now this link directs me to the official intellij ultimate download page for Windows… this is fine, but is this expected? Am I to download the installer and manually run it and it will recognize my licensed copy of intellij and update accordingly?

Yes, the process you've described is expected. When a new version of IntelliJ IDEA is available, JetBrains provides an update link that directs you to the official download page. From there, you can download the installer for the new version. When you run the installer, it should automatically detect your existing installation and perform the update, preserving your settings and licenses.
