Can't search or install plugins from within the IDE

Recently I stopped being able to search and install plugins from within the IDE.  The lists are completely empty.  My proxy settings are working and able to pick up existing plugin updates, IntelliJ updates, etc.

I uninstalled IntelliJ completely and re-installed and it's still the case.

I also tried adding -Djava.net.preferIPv4Stack=true to my idea64.exe.vmoptions.

Anything else I can try?

I have met the same problem with ultimate 2017.3 and community edition , I disabled that "use secure connection", still empty list.

My proxy is fine, weird thing is that WebStorm gets the list immediately with or without any proxy.
