Broken download links for PyCharm

I've been interested in downloading the free community version for pycharm but I receive a "This site can't be reached" error from Google Chrome whenever I try the direct download. The normal download page doesn't start the download either. I've tried using Firefox to download but I receive a similar error. Are the links broken?

Here is the direct download link: https://data.services.jetbrains.com/products/download?code=PCC&platform=windows

And the normal download link: https://www.jetbrains.com/pycharm/download/download-thanks.html?platform=windows&code=PCC

I've also attempted disabling my adblocker for this purpose but that doesn't fix anything.

Please try to download Pycharm using the different mirror.

To download from a different mirror copy the direct download link from the downloads page, it will look like this:
http://download.jetbrains.com/python/pycharm-professional-2016.2.3.tar.gz (.dmg for OS X and .exe for Windows)

Replace http://download.jetbrains.com/ part with one of the following:

https://download-cf.jetbrains.com/
http://download-cf.jetbrains.com/

(https://intellij-support.jetbrains.com/hc/en-us/articles/206544699-IDE-distribution-download-doesn-t-work-or-hangs-at-the-end).

When I tried these new links, all that comes up is access denied.
