Why every time after upgrading IntelliJ do I need to reinstall plugins?

It seems like a bug, but maybe I just upgrade the wrong way?

Plugins should be copied and updated automatically after you start the new version with the settings migrated from the previous version.
If it doesn't work for you, please report a bug at https://youtrack.jetbrains.com/issues/IDEA and provide the exact steps to reproduce.
Is there any other info I can attach to the bug? Like maybe a log file?
My steps to reproduce are super simple. Run a new version, select the option for migration previous settings. Every time I upgraded for the last couple years I always needed to reinstall my plugins. I suspect it could be permission problems, or something else that would be obvious from the logs, and hard to reproduce in a generic environment.
