Problem with "Surround selection on typing quote or brace" in WebStorm 2016.3

Hello all.

I have turned on the option "Surround selection on typing quote or brace" and it runs fine with brackets, but not with quotes. When I type a quote the selected text is removed.

How can I use this feature with quotes?

 

OS: MacOS Sierra

WebStorm Build: WS-163.7743.51

Works fine for me... What keyboard layout do you use? May be related to https://youtrack.jetbrains.com/issue/IDEA-102514

After changing the keyboard layout it runs fine.
