Java Exception: Error connecting to pipe

Have you done anything alike? Moving the installation directory, anything else?

If you have not, please restart PhpStorm, reproduce the issue and then collect the IDE log.

Nothing interesting is there, unfortunately.
It's a fat chance, but would you mind launching PhpStorm with administrative privileges and try again?
And also, what do you have in Tools | Terminal? Is it "cmd.exe" and nothing else?
