Startting Chrome with active JB extension without Intellij or webStorm

Is it possible sto start chrome with enabled JB debugging plugin outside webstorm?

I run Webstorm as Administrator on windows 10. Each time when I pres debugg Webstorm starts Chrome with debugger also as administrator. 

Is there way to keep using Webstorm in admin mode and keep chrome with debugger as current user? (I need this to use proxy debuggers like Charles and Fiddler)

Maybe if I run chrome from console with some special parameters that will enabled JB debugger? Or is there a easier way?
