Where are the J2EE plugins?

According to https://www.jetbrains.com/idea/help/enabling-jpa-support.html I should be able to easily find the "Java EE: EJB, JPA, Servlets" plugin - but it simply doesn't seem to be there and, as far as I can tell, it isn't already installed.  I'm running 14.0.2 community edition.
