[PropertiesEditor] - Bug when multiple files with the same name in different dirs

We have three directories with files named

/res/ord/common/ApplicationResources.properties
/res/ord/common/ApplicationResources_it.properties

/res/reg/common/ApplicationResources.properties
/res/reg/common/ApplicationResources_it.properties

/res/prod/common/ApplicationResources.properties
/res/prod/common/ApplicationResources_it.properties

When trying to open ApplicationResources.properties in any of the three dirs, the _it file is the right one, but the file with that name is always loaded from the "ord" directory!
