Overrid Reformat/Layout Code??

I have a custom plugin for reformatting code. I was wondering if it is
possible to:

1. Override the CTRL/ALT/L sequence so I can invoke my own plugin for
reformatting??

2. Override reformat so my plugin to be used on a CVS checkin?? (this may
happen as a result of the solution for above...)
