Custom color schemas(themes) are ignored

Hi,

so in last 2 EAP builds (142.3926) custom themes disappeared from dropdown menu in Appearance -> Theme.

Previously I had installed Obsidian theme (http://www.ideacolorthemes.org/themes/2/) and now even if I try reimporting it, it doesn't show up in theme dropdown.

Is this a bug or something that is changing with version 15?
