Personally, I prefer to have the full release archives. How do you go back to an earlier version if you find a serious problem in a new release that is installed by the buil-in incremental update process?

While it isn't possible to update from a milestone to a subsequent EAP, it's definitely possible to update from one EAP to the next. I think it's just sometimes forgotten to update the "update site", which is annoying.
The patch is not available for 10762 because there've been some packaging changes that the patch system isn't always capable of handling, and we've decided to release only a full build to make sure that users won't get broken installations. Subsequent EAP builds will be available as patches again.
Once again, I have to download the whole app. Why is no update offered?

I seem to recall a JetBrains employee stating in these forums a few months back that EAPs don't use the automatic update service.
