Flex/ActionScript formatter

Formatter ignores package level on purpose given that Flex framework
sources use this style. In IDEA 8 we will add specific formatter setting
for that.

Not a big drama but I hope this is not on purpose and gets fixed in 7.0.3.
Can't wait for the Flex debugger in EAP 8.0 :)
