Is this normal Navigation Bar behaviour?

Depending on where my cursor is in the Java source my navbar looks
like this:

Very confusing :)

There doesn't seem to be any logic abot what lines in the source
trigger this. it happens in methods, on import statements, on empty
lines, etc.

Is this normal or should I report this as a bug?
