new build to rectify background CVS update problem

Can we please have the build that fixes the CVS issue where the UI is freezing
and IDEA has to be killed - it really ruins an otherwise very useful EAP build.

Unfortunately the CVS deadlock is not the only major problem in 5646. Hopefully
today we'll have fixes for several other major problems, and release the
build with the fixes.
