what is project 'bin'
I noticed that when the first project is loaded, my project
component/plugin is instantiated twice: once for my project, and a 2nd
time for a project 'bin'.
Any idea?

That's template project, which you can query via ProjectManager.getInstance().getDefaultProject().
There could be yet another dummy project we use internally to decompile class
files to text.

Absolutely no. All template settings automatically go to all newly created
projects regardless of plugin's or core nature.
