It happens to me on clean installs (just installed 2018, have not installed any plugins, and I've not seen the splash screen yet). And I have what I consider to be a pretty fast machine (1.8 Ghz, 1 BG RAM).

I get that quite often too. Can't quite put my finger on why (sometimes I blame all the plugins, sometimes I blame my slow machine..)
I was going to suggest that. Maybe your machine is too fast and IDEA is actually loading before the splash screen. On my machine (1Ghz, 512MB) the splash screen comes up, then IDEA comes up over top of the splash screen and where the splash screen was is a white box.
I see that all the time if I use other apps while IDEA is starting. It seems like a repaint problem to me, if it somehow gets hidden while IDEA is loading it won't show up again. I started seeing this during the Aurora EAP, towards the end, if I remember correctly.

Not only.
Tried several times with a clean desktop and no other action: always a
blank splash screen.
