Is there a place where I can claim a new funtion I hope in the new idea?
I like using idea and hope it to offer some new function idea doesn't have so far,is there a place I can claim?

As for "claiming," I'm not sure what you mean by this. You won't possess said feature, even should it ultimately be implemented. I guess that if the feature is really novel, you can claim to be the originator of the idea. The world of software being what it is, being the first to implement a thing is usually accorded more value than conceiving it.
