Is it true? Is Aspects gone?

AFAIK, not removed, but not officially included into 4.0.
And, if it not official feature, it not supported for customers, maybe

Yes, the feature is postponed in a sense that it will remain on EAP stage in IDEA 4.0 and later there will be a minor release
including the feature. Please read eap.aspectj newsgroup for details
