Plugin/OpenAPI documentation (specifically actions)?

Hi,
Currently is no documentation. BTW, i suppose that best docs - is a sources
of other plugins.

Also, i think that each developer may to do javadocs for some OpenAPI
classes and maybe JetBraing will get it and put into open api archive....
Just idea :)
