Ctrl Shift Up not working

Make sure you don't have it mapped to something else or another application
has taken it over. I've had the latter happen several times.

Build 3436 running on Windows XP.

Neither actions are working for me. I searched in the Keymap but I could find no appropriate action, what is it called within the Keymap?
