There is no IDEA installation provided without bundled JRE. Why do you need it?
it's a shame the IntelliJ guys did not put a link to the zip on the download page.
It's not put there intentionally. Even if there is some zip available, the link to it has never been published and so is not guaranteed to work properly (as well as IDEA installed from this zip).

you should not substitute it with another jdk.
BTW, your project can point to any jdk for development.
so why do you want to run IDEA without the bundled JRE ?
